If you do not want a compressed zip file you can download the .exe file setup.exe

Some officers have had problems getting the file to their lap-tops because of it's size. You can download a two floppy install by downloading this file To use this install the following instructions apply:

When un-zipping you will find 3 files: setup.exe, disk2.pak,and disk3.pak copy each file to a separate floppy. Place the floppy with setup.exe in your floppy drive first and type setup. Follow the instructions, you will be prompted for the second and third floppy when it is needed.
